A man being held at the Alvin S. Glenn Detention Center on out-of-state warrants escaped Sunday, Oct. 25, and was later caught, according to the Richland County Sheriff’s Department (RCSD).
The arrest
Carlos Hernandez-Velasquez, 33, was arrested Saturday night after deputies say he appeared impaired during a traffic stop on Garners Ferry Road.
He was charged with DUI and having an open container. Deputies said he also did not have a driver’s license.
Deputies later found that Hernandez-Velasquez was wanted in Louisiana on multiple charges. He was taken to Alvin S. Glenn Detention Center to be held on those warrants.
The escape
Around 12:15 p.m. Sunday, jail staff told the sheriff’s department that Hernandez-Velasquez had escaped.
Few details about how he got out have been released. In a statement, RCSD said it appears he “simply walked out” of the detention center.
Deputies tracked him to the home of a known associate and took him back into custody. He was returned to the detention center.
Ongoing concerns at the jail
The sheriff’s department said it is investigating the escape, along with what it described as near-daily criminal incidents at the jail.
Alvin S. Glenn Detention Center is operated by Richland County, not the sheriff’s department. Earlier this month, two inmates were stabbed at the facility, and three other inmates were charged.
The charges against Hernandez-Velasquez are accusations, and he is presumed innocent unless proven guilty in court.
